Historical Background of Association of Medical Laboratory Scientists of Nigeria (AMLSN),
Lagos State Branch

The history of the Association of Medical Laboratory Scientists of Nigeria (AMLSN) would not be completed without mentioning the pivotal position that Lagos and Medical Laboratory Scientists (formerly called Medical Laboratory Technologists) in Lagos, played during her formative year in March 1964.

Before then, the association in Nigeria was named the Association of Medical Laboratory and Veterinary Technologists of Nigeria which was formed due to the need for laboratory professionals to have a voice to represent their interests as a pressure group on the welfare of public/civil servants who were then mainly represented under the Nigeria Labour Congress (NLC).

It would be recalled that Lagos was the capital of Nigeria from 1914-1991 (the capital of Nigeria was moved to Abuja in 1991). It would also be recalled that Lagos State was created on 27 May 1967 through the State Creation and Transitions Decree 14 of 1967 which then restructured Nigeria into 12 states before it became 19 states and now 36 States and the FCT through the respective statutes.

General Hospital Lagos and AMLSN: Before and shortly after Nigeria’s independence, some of those who qualified as Medical Laboratory Technologists after training and passed the professional examinations of the Institute of Biomedical Science London, returned to Nigeria.
Some of them were working at the General Hospital, Broad Street Lagos, some were at the University College Hospital Ibadan, UNTH Enugu, and NVRI Jos. What was then the national body of Medical Laboratory Science MLS profession had members working in Lagos, Ibadan, Enugu, and Jos.
They were committed professionals who, despite working under colonial masters then, were able to maintain and sustain the association before its formal formation in March 1964. The activities of those early medical laboratory technologists led to the establishment of the regulatory body for medical laboratory practitioners.
They were then called the Institute of Medical Laboratory Technology of Nigeria through Decree 56 of 1968 (now called Medical Laboratory Science Council of Nigeria) MLSCN. The head office of the regulatory body was in Lagos since 1968, before it was moved to Abuja in 2010.
The present-day Lagos State branch of AMLSN was formed following the creation of Lagos State as stated above. So, it is obvious, that Lagos has been very prominent in both political, economic, and professional significance for medical laboratory science practitioners in Nigeria.
The first State Branch Chairman of AMLSN was Chief E.B.E. Bassey. AMLSN (Lagos State branch) used to have an annual memorial lecture in his honor. The Memorial Lecture was called the Chief E.B.E Bassey Memorial Lecture. This used to be the annual major event of the state branch apart from the Association’s National Conference.

AMLSN Lagos State Branch Chapters

Currently, the branch has 19 vibrant chapters-Medical Compound, Ajegunle, Kosofe, LUTH/College of Medicine/Unilag, Mushin, National Orthopaedic Hospital, Lagos Island, Ikeja, Ikorodu, Alimosho, Festac, Oshodi-Isolo, Ojo/Badagry, Surulere, Shomolu, NIMR, Agege, FMC Ebute Metta and Lagos State Civil Service Chapters.

Till date, AMLSN Lagos State has had 14 branch chairmen and these were:

  4. Mr. Longe-1978-1986 (LUTH, Idi-Araba, Lagos)
  5. Mr. C.E Ekuwem- 1986-1997 (School of Medical Lab Technology, LUTH, Idi-Araba, Lagos)
  6. Mr. A. Akinola Anjou- 1997-2001 (Lagos State Health Service Commission)
  7. Mrs. O.A Okhiria- 2001-2003 (Police Hospital, Falomo, Lagos)
  8. Mr. T.Y. Raheem- 2003-2007 (Nigerian Institute of Medical Research (NIMR), Yaba, Lagos)
  9. Dr. Chukwuma Okafor- 2007-2010 (Chumario Medical Laboratory, Surulere, Lagos)
  10. Mr. Olawale Oladubu- 2010-2013 (Medisense Diagnostic Centre, Ajegunle, Lagos)
  11. Mr. Abiodun Hamzat- 2013-2016 (Corner Stone Diagnostic Centre, Ajamgbadi, Ojo, Lagos)
  12. 12.Mr. M.K. Adegoke-2016-2019 (LUTH, Idi-Araba, Lagos)
  13. Mr. Olumide Fadipe- 2019-2022 (Health Affairs Diagnostic LTD, Oworonshoki, Lagos.
  14. 14.-Mr Abioye, Omoyemi Akanji-2022 till date (Federal Neuropsychiatric Hospital, Yaba, Lagos)

Major achievements of AMLSN Lagos State Branch

  1. Lagos State branch had produced many AMLSN National Executive Officers (NEOs) eg:
  • Mr. M.S.O Nwachukwu (National President 1964-1970) worked at Federal Vaccine Production Laboratory, Yaba, Lagos.
  • Mr. Osoagbaka (National Secretary, 1964-1970)-Worked at the General Hospital Lagos.
  • Jaiye Ogunlewe (Past National Editor of Journal of Medical Laboratory Science (JMLS)-Worked at the College of Medicine, Idi-Araba-Lagos
  • Fred Akinkuade (one-time National Secretary of NUAHP)- worked at the College of Medicine, Idi-Araba-Lagos
  • Mrs. Ibironke Akinlotan- National Treasurer (2000-2004)- worked at the Lagos State Health Service Commission
  • Mrs. Sola Okhiria- National 2nd Vice President (2000-2004)-worked at the Police Hospital, Falomo, Lagos.
  • Mr. A.B. Damola (National Auditor 1996-2000)- worked at the Lagos State Health Service Commission
  • Mr. Chris Elemuwa (National Auditor (2000-2004)- worked at the Federal Central Public Health Laboratory, Yaba-Lagos
  1. Mr. T.Y Raheem (National Financial Secretary (2004-2008; National Secretary (2008-2011); National VP1(2011-2014); and National President (2014-2017)-working till date, at the Nigerian Institute of Medical Research, Yaba, Lagos.
  2. Members from the state were part of those involved in the drafting and eventual release of the current scheme of service for Medical Laboratory Scientists (MLS), the MLSCN Act of 2003, and the Enhanced Entry Point Circular released in June 2015 for MLS in the country.
  3. Pursuing and ensuring members get better career progression and attain the peak of their professional careers. Some of our members are now Assistant Directors, Deputy Directors, and Directors in most of their respective health institutions in Lagos State.
  4. At the State Branch level, leaders of the association contributed, and are still contributing to the improvement and recognition of the profession eg inclusion of members in Lagos State Blood Transfusion Committee, Health Facility Monitoring and Accreditation Agency (HEFAMAA).
  5. Discussions on the welfare of members, with the leadership of the State’s Ministry of Health, Health Service Commission, etc.
  6. Continuous capacity development for members in the state through workshops, seminars, conferences, etc.
  7. Agitation for better welfare packages for members in public or private medical laboratories and other health institutions
  8. Maintaining and Promoting autonomy of practice of Medical Laboratory Science profession for members in public and private medical laboratories in the State.
  9. Contributed to the commencement of the Bachelor of Medical Laboratory Science Programme in some of the Universities in Lagos State eg University of Lagos, Lagos State University, etc
  10. By numerical strength, the Lagos State Branch of AMLSN has the largest concentration of medical laboratory scientists of all members of AMLSN working in both public and private health facilities in Nigeria.
  11. Many other activities.
